Throughout President Jefferson's two terms in office, his foreign policy revolved around war in Europe. Despite his attempts to remain neutral, American ships were drawn into conflict that demanded the president's response.

In this video I learned about many key issues that occurred during Jefferson's presidency. During the Napoleonic Wars, Britain and France were fighting, so America took control of the Louisiana Territory which increased exports to 585%. When a group called the Barbary Pirates from Northern Africa took notice, they demanded a sum of money and, when Jefferson refused, declared war. Jefferson then sent ships to Tripoli and beat out the pirates. In the Chesapeake-Leopard affair, in which America almost declared war, 3 men were captured. To get back at France and Britain, Jefferson declared the Embargo Act, in which American ships would not export any goods to foreign countries, hoping to wound their economy. The Act ended up backfiring due to smuggling through Canada.
ReplyDeleteI think Jefferson should have paid the tripoli men because it was far less than what they usually were paying for. In the end it would also be more cost-effective since they wouldn't have to pay for war damages and troops. Anybody else agree with me?

DeleteSam - I see what you mean. I meant that they bought it, my wording was incorrect. Richard - I agree with the idea that it would be cost-effective due to payment of war damages. Overall, it probably would have been a better purchase, had they completed it.

DeleteIn this video, I learned that the Chesapeake-Leapord Affair almost made America declare was against the British. Also that, the first barbary war set the precedent that military force could be used, even without declaration of war, and in 1807 Jefferson made the Embargo Act.
ReplyDeleteVideo #2: The Pasha demanded $225,000 and Jefferson refused and this led to the first Barbary War. This war was thought the they declared war even without a Declaration of War. Jefferson didn't declare war but instead boycotted the British and pass the Embargo Act of 1807.
ReplyDeleteThrough 1792 and 1807 import percentage increased by 585 percent. In 1797 president Adams agreed to not have wars with the Barbary Pirates. George Washington ended up initiating war with those Barbary Pirates. In 1807 the Chesapeake Leopard Affair almost made America go out of war. They passes the Embargo Act of 1807 which made americans not being able to port to British waters and sell goods.

ReplyDeleteIn this video, I learned about Napoleon Bonaparte and how he was constantly at arms with the US. Before, the US ships were protected by the French and British, but were then left alone. Congress never actually declared war in the First Barbary War. In the Chesapeake-Leopard Affair, France and British pressured America to take a side in the war. Jefferson implemented the Embargo Act of 1807 to try to put enough financial hardship on other countries to rely on America, but it failed miserably, even backfired and hurt the US. America, after the purchase of the Louisiana territory, raised their ship activity by 585%.

ReplyDeleteI think he should have taken sides with the French due to all the past in their relationship and also because the French have helped the United States in other problems. If Jefferson took sides with the British, it would have brought them closer instead of becoming more and more independent from their former mother country that they fought so hard to get away from.

DeleteBoth countries had been the prior ally and enemy in America. Britain had committed several grievances against the country post revolutionary war,(not to mention the war itself), and also sparked domestic unrest threw Jay's treaty. France on the other hand, angered the Americans when our crew of negotiators went oversees and received outrageous treatment in what is known as the XYZ affair. Also, America could surely not afford another war, and the results of siding with one nation would be devastating to our country's economic status as well as the possibility of making peace with faltering foreign relations. Jefferson was right to stay neutral.

ReplyDeleteAfter the Louisiana Purchase, exports went up by 585%. But after the Embargo Act of 1807 was passed, exports went down dramatically in 1 year. People thought that the executive branch sending military into war without permission from congress was unconstitutional.

DeleteI learned that before the Revolution, France and Britain protected the colonial ships from barbary pirates on the seas. After the Revolution, they had to fend for themselves against not only the pirates, but also the British and French ships. The Chesapeake-Leopard Affair caused Jefferson to react by creating the Embargo Act of 1807.

To try and prevent France and Britain from harming American ships, Jefferson made the Embargo Acts (which hurt American exports).

If I was Jefferson I don't think i would have be able to stay clam after the Chesapeake leopard battle I would have demanded for war with the British after what they had done to one of my ships

DeleteI think the president should be able to declare war. Most of the country obviously has trust in him because he got elected president so therefore we should be able to trust his decisions. Not saying that congress shouldn't be the one to do it but if its on short notice he should be able to take action if needed.

Jefferson took advantage of Napoleons financial problems to purchase the Louisiana territory. The americans during this time increased their shipping volumes which led to pirates on the Barbary Coast demanded increased increased tribute payments in exchange for safe travels through the Mediterranean. Jefferson did not accept.

Instead of declaring war, Jefferson tried to wage an economic battle against France and Britain. We boycotted british goods and passed the Embargo Act of 1807. This resulted in depression with no effect on Britain or France.

Therefore they took advantage of their war because they were distracted and began the trans-atlantic commerce. When Jefferson refused to pay the Pasha the $225,000 he declared war on the US because he was upset. Both England and France tried to get the US to pick a side in their war, Jefferson still stayed Neutral. The goal of the Embargo Act was to create enough financial hardship for waring nations and leave the US alone.

Jefferson's reason for using military force against pasha was to appeal to our financial side. The british overtook american ships and pressed some of the sailors into service in the british navy. To wage an economical battle against Britain, Jefferson set up the embargo act of 1807, this hurt us more than the benefit.

ReplyDeleteStaying neutral during the Napoleonic wars was easier said than done. Prior to the Wars, American commerce ships were protected from barbary ships somewhat by France. However, when America decided to stay neutral, they were left to fend for themselves on the open seas. Pasha pirates took notice, and eventually declared war on America, although Jefferson refused to declare war back. Jefferson did however, start an embargo against the feuding nations, inducing a national depression due to substantially reduced exports. John Adams gave tribute to the Barbary ships to protect Americans and avoid future conflict. The Pasha pirates demanded $225,000 tribute from Americans, and finally Jefferson stood up to the bully and sent out navy ships. Many thought Jefferson had once again crossed his boundaries by sending out such a large military force, contrary to his claimed strict constitutionalist beliefs.
ReplyDeleteJefferson had continued to fund the building of the Capital buildings. Napoleon was going around and wars sprung up because of him. He offered to sell the Louisiana Purchase because he couldn't protect it. Jefferson bought it without telling Congress for 4 cents an acre. It made the Southerners happy because it doubled the amount of land in the country, and it was a lot of valuable farmland. It also meant that there was direct access to the Mississippi River.
ReplyDeleteMany people opposed the buying of the land. Most of them were Federalists who didn't want the debt to become bigger and thought it would lead to war with Spain. Both parties thought it was unconstitutional.
The Essex Junto up in New England thought that Jefferson went too far with his powers. Hamilton foiled their plot to secede from the country.
Burr lost the governor election, and dueled Hamilton and ended up killing him. Burr also made motions towards the western lands and was arrested for treason. He, however, was released because there was no hard evidence.
The Lewis and Clark expedition was one of Jefferson's biggest successes. Sacagawea and her husband and baby son joined the expedition as translators and peacekeepers. Lewis and Clark kept journals on all the plants, animals and people, and they also made a map.
During this expedition, Jefferson also sent out Pike who established a fort and named a mountain after him. It was in Spanish Territory. While in the Spanish jails, he learned about the Spanish military and saw maps that proved the Spanish were a little threat to their country.
Finally, Jefferson outlawed the slave trade, but kept slavery legal.

ReplyDeleteAmerica got caught between the French and British war. They tried to stay out of it for the longest time. Their commerce and trade had boosted up over 500%. Napoleon couldn't fund all his lands, so he sold the Louisiana Purchase to the United States. Soon after, African ships began to harass the States' ships. They seized goods, sailors, and ships. Adams paid to secure safety. Thomas Jefferson decided that defending the commerce was a federal job.

Americans wanted war against them because of this deal. Jefferson stayed neutral, but had an economic war by placing an embargo on the two countries.
